The briefing
The reference assigns Port Gellhorn to Kelly County. Its suggested geographic inspirations draw from several Florida counties, while the coastal town itself is compared with Panama City.

Reading the county map
County names, region names and neighborhood names describe different scales of place. This directory preserves the complete cited list without turning a community boundary estimate into an official survey. A Florida comparison explains an apparent inspiration; it does not imply that streets or distances match the real county.
Image context
The photograph is a released Port Gellhorn scene used to illustrate the broader setting. It is not a county boundary map or a dedicated image of every listed district.
