The person behind the name
Pulaski is a Los Santos police officer operating alongside Frank Tenpenny. He participates in the corrupt unit’s intimidation of Carl and treats police power as permission to abuse the people it should protect.
His appearances connect the early Los Santos chapter to later assignments outside the city. High Noon is an important mission in his storyline. His connection to Tenpenny explains his authority; it does not make him an independent friend or employer of Carl.
