Tenpenny serves in the Los Santos Police Department’s C.R.A.S.H. unit. His position lets him threaten Carl with prosecution while demanding criminal favors. He embodies the danger of an institution whose authority shields its own misconduct.
His assignments include interfering with investigations, targeting witnesses and manipulating evidence. Eddie Pulaski and Jimmy Hernandez belong to the same unit. For Carl, obeying Tenpenny is a matter of coercion rather than loyalty.
