The person behind the name
Colonel Cortez meets Tommy after the opening deal collapses. He conducts business from his yacht and helps Tommy investigate the situation while offering work of his own. His connections extend beyond one neighborhood or local gang.
The yacht contrasts with the streets where Tommy starts building influence. Cortez’s assignments involve security, weapons and international interests. His daughter Mercedes also forms part of the city’s social circle, connecting business introductions with its parties and nightlife.
