The briefing
Operation Paper Trail follows Agent ULP’s investigation into the Duggans, the FIB and manipulated fuel prices. The Criminal Enterprises update adds six missions, available to one to four players through the IAA Headquarters start after ULP makes contact. This is an ordered mission chain rather than a property business.
Intelligence begins by searching Mason Duggan’s residence and hacking his computer. The evidence leads to four hardware pieces split between FIB Headquarters and the depot. At headquarters, obtain the maintenance uniforms and keep weapons concealed to use the intended low-suspicion approach. Leaving that role or behaving conspicuously changes the encounter.
Continue through the later assignments to follow the investigation rather than treating the opening hardware recovery as the whole storyline. Plan armor, ammunition and travel before starting, and use mission markers to keep each team member’s objective clear. The stage facts and walkthrough material below distinguish the investigation’s changing locations and tasks without assuming every encounter can be solved with the same approach.
