Rockstar’s November 3, 2011 statement confirmed GTA V was in development at Rockstar North and located it in Los Santos and the surrounding countryside, hills and beaches. Money and ambition were central to the premise described at this early stage.
The announcement established the new Southern California setting without supplying a full mission list, protagonist database or final release schedule. It is the beginning of the public development chronology, immediately following the first trailer. Later reveals introduced the three-character structure and the heists in much greater detail. Treating the announcement as its own dated milestone avoids attributing information from subsequent previews to a statement that had not yet disclosed it.
