The briefing

The August 13, 2018 preview set the Terrorbyte and Oppressor Mk II release for the following day. It presented Paige’s mobile command unit and the hover bike as additions for nightclub owners, available through Warstock Cache & Carry.

The Terrorbyte’s touchscreen supported new Client Jobs, while optional facilities included drone controls, a multi-lock missile battery and a Mk II weapon workshop. Its specialized vehicle workshop handled Oppressor Mk II customization.

These were separate equipment choices within the command unit, not a statement that every Terrorbyte included every upgrade. The preview is useful for understanding the relationship between the vehicles and the nightclub ecosystem; the final purchase screen and vehicle profiles provide the applicable price and configuration details.
