The April 2019 report combines a former vehicle artist’s portfolio reference with circulating claims of a 2020 release and PS5 exclusivity. Those were discussed as rumors rather than a Rockstar product reveal.
The portfolio mention and the schedule prediction are different kinds of evidence. Work associated with a project does not establish when it will ship or an exclusive platform agreement. GTA VI’s later announcements named both PS5 and Xbox Series X|S and a much later release timetable.
