The person behind the name
Carl first encounters Toreno through the Loco Syndicate. His involvement initially places him within San Fierro’s criminal network, but his government connections complicate that identity. He is a contact whose influence reaches well beyond a street-level organization.
Toreno’s later jobs include Monster, Highjack, Interdiction and flight-related assignments. The ranch in Tierra Robada becomes a significant location in his strand. His missions bridge the criminal campaign and the desert’s aviation systems.
