The Ocean View Hotel provides an early base for Tommy, making nearby roads and businesses some of the player’s first familiar landmarks. The coastal strip contrasts with the industrial and commercial areas farther across the city.
Vice City’s water is not a safe general escape route for Tommy in the original game. Check the protagonist’s movement capabilities before using modern GTA assumptions about swimming to plan an exit.
